Electronic institutional review board systems (eIRBs) have become an integral component in ensuring compliance with Human Research Protection Program (HRPP) and IRB requirements. Despite this, few of these systems are configured to administer the single IRB (sIRB) process mandated by the National Institutes of Health (NIH) for multisite research. We interviewed 103 sIRB administrators, chairs, members, and staff members about their experiences with sIRB multisite research review. We observed three main obstacles to adapting existing eIRB systems to accommodate the sIRB (...) process: (1) Existing systems are not designed for sIRBs and are not configured to administer sIRB responsibilities, (2) they are not interoperable, and (3) resources to improve existing systems are lacking. Our findings suggest that IRBs that act as an sIRB will need major changes to their electronic systems in order to accommodate sIRB processes. These difficulties threaten both the ability of IRBs to focus on ethical rather than bureaucratic problems and the efficiency of multisite trials. (shrink)

Recent non-representationalists and metaphysical anti-realists have argued that the “Enlightenment notion” of a “God’s eye” point of view of the world is unsustainable. Deployment of conceptual schemes and/or intersubjective assent both constitute the world and fix the truth value of our statements about it. Many theists, on the contrary, hold an equally extreme realist position according to which God has a view of the world as it is “in itself" which provides an exhaustive description of the world. Furthermore, on this (...) view, God has access to this exhaustive picture because the world exists and is what it is in virtue of its being the object of divine creative intentions. For these theistic realists, truths about the world must ultimately be able to be cashed out in terms of an ontology consisting only of simple and composite substances—substances which exist in virtue of the ontological structure set out in the world via God's creative activity. As a result, on this view, the world is constituted in a way that is independent of the activity of created cognizers and their conceptualizing activity. The truth of our assertions must ultimately find its grounding in this independently constituted world. (shrink)

The standard story about self-control states that self-control is limited, aversive, and that the function of self-control is to resist impulses or temptation. Several cases are provided that challenge this standard story. An alternative, future-oriented account of self-control is defended, where the function of self-control is to manage interference that arises from overlapping information processing pathways. This provides a computationally tractable account of self-control rooted in one’s being vigilant. Self-control manifests the maintenance dimension of vigilance. This not only provides an (...) attractive alternative to the standard story about self-control, but also indicates how the future-oriented aspects of self-control are more fundamental than the present-oriented aspects. Suppose a person who is agnostic about most philosophical issues wishes to have true philosophical beliefs but equally wishes to avoid false philosophical beliefs. I argue that this truth-seeking, error-avoiding agnostic would not have good grounds for pursuing philosophy. Widespread disagreement shows that pursuing philosophy is not a reliable method of discovering true answers to philosophical questions. More likely than not, pursuing philosophy leads to false belief. Many attempts to rebut this sceptical argument fail.

Just because one has the right to vote does not mean just any vote is right. Citizens should not vote badly. This duty to avoid voting badly is grounded in a general duty not to engage in collectively harmful activities when the personal cost of restraint is low. Good governance is a public good. Bad governance is a public bad. We should not be contributing to public bads when the benefit to ourselves is low. Many democratic theorists agree that we (...) shouldn’t vote badly, but that’s because they think we should vote well. This demands too much of citizens. (shrink)

To understand the mind and its place in Nature is one of the great intellectual challenges of our time, a challenge that is both scientific and philosophical. How does cognition influence an animal's behaviour? What are its neural underpinnings? How is the inner life of a human being constituted? What are the neural underpinnings of the conscious condition? Embodiment and the Inner Life approaches each of these questions from a scientific standpoint. But it contends that, before we can make progress (...) on them, we have to give up the habit of thinking metaphysically, a habit that creates a fog of philosophical confusion. From this post-reflective point of view, the book argues for an intimate relationship between cognition, sensorimotor embodiment, and the integrative character of the conscious condition. Drawing on insights from psychology, neuroscience, and dynamical systems, it proposes an empirical theory of this three-way relationship whose principles, not being tied to the contingencies of biology or physics, are applicable to the whole space of possible minds in which humans and other animals are included. Embodiment and the Inner Life is one of very few books that provides a properly joined-up theory of consciousness, and will be essential reading for all psychologists, philosophers, and neuroscientists with an interest in the enduring puzzle of consciousness. This book argues that Nietzsche bases his affirmative morality on the model of individual responsiveness to otherness which he takes from the mythology of Dionysus. The subject is not free to choose to avoid such responding to the demands of the other. Nietzsche finds that the basic mode of responding is pleasure. This feeling, as a basis for morality, underlies the morality which is true to the earth and the major concepts of "will to power", "eternal return", and "amor fati". (...) The priority of otherness makes all thought ethical and not only aesthetic. The basis of all meanings combines the fundamental impulse of responding outwards with an immediate complement in the individual interpretation-world. This is specifically ethical because the recognition of our own historical specificity arises as a result of the refusal of others to become mere differences within our notion of the Same, and through their demand that we "become who we are" in the recognition of their separate existence. Some have argued that advances in the science of human decision-making, particularly research on automaticity and unconscious priming, would ultimately thwart our commonsense understanding of free will and moral responsibility. Do people interpret this research as a threat to their self-understanding as free and responsible agents? We approached this question by seeing how feelings of surprise mediate the relationship between personal sense of control and third-personal attributions of free will and responsibility. Across three studies (N = 1,516) we found that (...) people with a greater sense of personal control were more surprised at the results of experiments showing effects of unconscious priming on moral behavior. Surprise differentially mediated the relationship between personal control and attributions of free will and responsibility: people attributed less free will and more responsibility as they were more surprised. This suggests that people exhibit defensive thinking with respect to responsibility, but not free will. (shrink)

Fitouchi et al. claim that seemingly victimless pleasures and nonproductive activities are moralized because they alter self-control. Their account predicts that: (1) victimless excesses are negatively moralized because they diminish self-control, and (2) restrained behaviors are positively moralized because they enhance self-control. Several examples run contrary to these predictions and call into question the general relationship between self-control and cooperation.

Kierkegaard notwithstanding, Hegel's notion of the "good" and "bad" infinity was not unprecedented. On the contrary, this attempt to invest a "logical" category with ethical significances goes back to the very roots of the Western metaphysical tradition. In the Pythagorean doctrine of limit and the unlimited, limit was the arche of the good; the unlimited of evil. In the Pythagorean concept of number as an ens, limit and the unlimited attained ontological status. And since number constituted the determinate character of (...) all things, the Pythagorean peras and apeiron was a logos doctrine, the rational principle of the universe. Nongovernmental organizations (NGOs) comprise the sector of society that attempts to hold business and other institutions accountable for their social responsibility. Yet NGOs rarely have established governance mechanisms whereby their members and supporters can hold them accountable for their activities. In contrast, other major acton in the society -notably governments, corporations, and unions -maintain long established albeit imperfect instruments of governance and responsibility. This article presents a variety of ways in which NGOs could voluntarily strengthen their internal governance and thus (...) become more accountable to their members and supporters as well as society at large. In the process, these important civil society organizations would enhance their effectiveness in achieving improvements in key areas of public policy. (shrink)

The medium of film is used for a wide range of purposes – not only for art and entertainment, but as a tool of information dissemination, scientific enquiry, advertising, and political campaigning. While having received most attention in the context of film art, imagination and creativity are relevant to the use of film for all these purposes, because both are ubiquitously relevant to purposeful behavior and problem-solving cognition across all domains of human activity. Various modes of imagining (propositional, sensory-experiential, and (...) empathic), along with the relationship between imagination and creativity, different types of creativity, and the importance of constraints and problems in spurring creative agency, are explored in the light of their pertinence to film. The distinction and the symbiotic relationship between creative and recreative imagining are outlined. The dynamic, embedded, and extended nature of the creative imagination in the context of filmmaking is limned, and an argument concerning the authentic mark of the creative presented. (shrink)

Decisions are performatives - or at least, they share important features with performative utterances that can elucidate our theory of what type of thought they are, and what they do. Namely, decisions have an analogous force to that of performatives, where the force of a propositional attitude or utterance is constituted by (i) its point, or purpose, which is mainly a matter of its direction-of-fit, and (ii) its felicity conditions. The force of both decisions and performatives (...) is to bring into being the states of affairs represented in their intentional contents, merely in virtue of the decision or performative’s occurrence and the satisfaction of the felicity conditions they presuppose. The first chapter of the thesis explicates this general framework, and the second and third attempt to show some of the work it can do for a theory of decisions. (shrink)

This paper is based on notes taken during a three day lecture given by Humberto Maturana in St Kilda, Victoria, August 7th - 9th, 1993. It was obvious from the participants that many non biologists have found Maturana's work to be influential in their thinking. The audience included immunologists, family therapists, academics, architects, agriculturalists and information technologists.
